Ryan White Part B Unified Eligibility Assessment (UEA) – Virginia The Ryan White Part B Unified Eligibility Assessment (UEA) is the standardized process used across Virginia to determine and verify a client’s eligibility for Ryan White Program services. The assessment follows Virginia Department of Health (VDH) standards and includes a review of HIV status, residency, income, and insurance coverage. The UEA ensures that clients meet federal and state requirements and streamlines access to care by allowing a single eligibility determination to be used across all Ryan White service providers in the state.
